I recently did a review of 529 plans for my daughter. It's not easy. My state's plan has no benefit (like tax rebates or matching) so I wanted to use the best plan I could get based on my needs.
I was looking for plans an individual could purchase without a load, index funds (pref Vanguard), internet interface for account access, lowest administrative fees, and low entry and contribution amounts.
The best three for the above criteria were Ohio (lowest fees), Virginia VEST, and Iowa.
Another good resource is savingforcollege.com.
The only way to do this is to use a website like above to sort through them and pick out 10 or so. Then go to the actual website of each state's plan and get the details on investment choices and fees.
I went with the Ohio 529. I signed up online with an electronic funds transfer in less than 30 minutes.
I'm an I.T. manager by day who has been interested in investing since high school. A need to fund 2 college educations plus retirement and a desire to become wealthy means I'm always looking for new ideas to power my portfolio.
